Engineering Division
Department Mission
The Director of Public Works is responsible for the overall management and
direction of the Engineering Division and Service Division of the Department of
Public Works. The Director also is responsible for the formulation of programs, policies
and practices for the maintenance and improvement of the public infrastructure
system, serves as City Engineer and coordinates the City's infrastructure
objectives with neighboring municipal, county, state, regional and federal
agencies. The Director insures that the construction of public improvements
complies with design specifications, industry standards and government
regulations related to municipal functions.

The Public Service Division is responsible for performing maintenance, repair
and improvements to the City-owned infrastructure in order to provide for the
safe, efficient, and expeditious movement of motor vehicles and pedestrians
throughout the City. Additionally, the Service Division maintains community
appearance and public buildings and assures the safe and proper mechanical
condition of city vehicles and equipment. This includes roadways, bikeways,
storm drainage, snow and ice control, street lighting, traffic signals, traffic
signs, pavement markings, weed and grass mowing, litter pickup, street-sweeping,
landscape maintenance, equipment and vehicle maintenance and building
maintenance. These duties are performed through planned, self-initiated,
preventive maintenance actions as well as being able to respond to weather
events, vehicle crash cleanup and other random occurrences.
Office hours will change during weather emergencies and occasionally during
the summer when four, ten-hour work days are often observed. The correct
procedure at any time would be to contact the normal Service Division number
first. If there is no answer, then contact the after-hours number listed above.

Engineering Division functions include the management of all of the City's
infrastructure improvements within the corporate limits. This includes the
street and road network, storm water drainage facilities, building facilities,
and traffic signal installations and systems. Privately developed infrastructure
plans, associated with residential and commercial development, are reviewed by
this division, along with expansion plans for other entities (Ameritech, Ohio Department
Of Transportation,
Dayton, Power and Light Company, Greene County Sanitary Engineering Department)
in order to coordinate with City plans and protect the traveling public. The
division oversees the preparation of contract documents, often through the use
of consultants, for City funded public works, including some park improvements.
Street inspection functions include the inspection of all infrastructure
construction within the City. This includes the City's annual paving program,
subdivisions, construction projects completed by public and private contractors
and coordination of utility company installations. Contract administration
duties, for those projects administered and funded by the City, are also
performed by this division, including associated prevailing wage documentation,
purchasing functions, litigation and bond administration.
All mapping for the City is maintained by the Engineering Division. Street address
determination, correction and assignment, as well as revisions to zoning, land
use, base map, etc., is being maintained on an existing Computer Aided Design
(CAD) system, and incorporated into the ArcView future Geographic Information
System (GIS).
Engineering Division personnel also manage numerous requests for information
and service from the general public and forward non-city items to the
appropriate governmental agencies. Questions concerning street names, flood
plains, lot and plat data and drainage problems are often addressed in the
Engineering office. Right-of-way, driveway and sidewalk permits also are issued
by the Department.
