Public Works - Dayton-Xenia Construction

December 2009

The traffic will be maintained for the winter in its current configuration.  We are planning to pave the opened area near the west end of the project.  The underground contractor will begin installing storm sewers south of Dayton-Xenia by Monday, December 9.  This work will impact traffic to some degree, and delays may be encountered.  Curb is planned to be placed on the east side of Grange Hall Road north of Dayton-Xenia as well as the south side of Dayton-Xenia starting Monday (weather permitting).  The placement of these curbs will help control run-off and eliminate the steel plate currently on Grange Hall Road at this location.

It is obvious that this project will not be substantially completed this season, as the Contractor originally projected.  Utility conflicts and contractor staffing caused the project to take longer than expected, but the contract is still within the originally scheduled time frame.  We are anticipating the work to continue on the north side of the road with the final grading and placement of topsoil behind the curbs.  The base pavement is in place on all the roadways; some drives still need to be completed before the road is ready for traffic.  We have been told by the contractor we should be moving traffic onto the new pavement  in early November at the latest.  Once traffic is transferred, we will begin the process of shutting the project down for the season.  This work will include the removal of the existing hills at the intersection of East Lynn and near Rosemead and repairs to the drives along the south side of the project at a minimum.  Any new operations started will be limited to what can actually be completed this season within the weather limitations.

Most of the concrete work is complete on the north side of the road west of Grange Hall Road.  Some small areas remain that will be worked on this week.  The work in this area will consist of placing soil and finish grading, and possibly seeding all weather permitting.  We do not have a confirmed date for -paving at this time, but it should occur within the next 2 weeks.

The Contractor started excavation on the north side of the road, east of Grange Hall this morning and is planning to continue in this area for the next few weeks.  Work in this area will include the re-grading of the East Lynn Dr. intersection.  Since East Lynn Dr. has no secondary access, traffic will be maintained to the street while work is occurring.  We are expecting delays into East Lynn for a couple of days while working in the intersection.

Most of the curb in the northwest portion of this project was placed the week of August 24.  Placement of the remaining curb and sidewalk  on the north side of the street will commence the week of September 8.  Curb placement will be followed by backfill and seeding operations.  Placement of pavement on the this portion of the project is expected within the next couple of weeks as well.  A Vectren crew is replacing the gas lines currently east of Grange Hall Road, once again delaying the Contractor’s work.

After the north curb line is completed, work will begin on Grange Hall Road.  The initial work on Grange Hall will be construction of the west side of the roadway (south of Dayton-Xenia Road) and the east side (north of Dayton-Xenia Road).  While this work is underway, the traffic will be maintained in the current alignment.

Construction Summary

The City of Beavercreek has awarded a contract to reconstruct Dayton-Xenia Road between Country Side Drive and Wildonna Drive and Grange Hall Road from the Creekside Trail Bikeway to just south of Milner Drive.  This improvement will provide much-needed turn lanes at the Dayton-Xenia Road/Grange Hall Road intersection, as well as additional through lanes for eastbound and westbound traffic, the reconstruction of portions of the roadway to improve sight lines, a sidewalk, and a bikeway.  Some work has already started on this project with the removal of trees.  Culvert extensions will be starting as early as March 9th and road work is planned to begin in early April.

The planned construction of this project is split into four basic phases.  The first includes adding temporary pavement along portions of the south side of the roadway, and some storm sewer construction.  There will be four storm sewer crossings constructed during this time, which will cause delays as traffic will be maintained in one lane with flaggers.  The second phase will incorporate the construction of curbs and sidewalks along the north side of Dayton-Xenia Road and the west side of Grange Hall Road.  The third will be the curbs and sidewalks along the south side of Dayton-Xenia Road and the east side of Grange Hall Road.  The final phase will be the resurfacing of the entire roadway area.  The contractual completion date for this project is in the summer of 2010, but we are hopeful that the majority of this improvement can be completed well in advance of this completion date. Updates on the status of this project will be posted to the City of Beavercreek Web Site (www.ci.beavercreek.oh.us) as well as Cable Channel 5.

Traffic on Dayton-Xenia Road and Grange Hall Road will be maintained during the project, but there will be delays during the daytime periods.  Several of the side streets will have periods where the streets will be closed to traffic for short durations while work occurs within the intersection area.  Streets without other outlets will remain open, although there may be situations where clear access may be limited. It is our goal to construct this project with the least impact to you and your neighbors.  If you have special needs, we would like to know about them so we can try to keep them in mind when we are working in your area.
